Image Description - The second image in the Tower set, depicting the council meeting between the two leaders of the last two colonies. As the sea levels continue to rise, the leaders of the colonies must formulate a plan. After the hole in the sky, and tower were discovered through the turbulent storms, both colonies decide to race towards higher ground.
